Hello - that's definitely not true.

As I said before, you have the option of using certificate based
authentication, in addition to the static key system.

With certificates, you only need to have one server (daemon) running,
and you can have any number of clients connect to it, each with their
own client certificate. I run a system in this manner with
approximately 20 clients, and it works great.
