I think mainly it is because of bandwidth. For home DSL users with
1-20Mbit/s shared between 1-3 people the P2P or voice traffic does not
hurt. But 1000 people sharing a 2Mbit/s pipe (not great, but okay) such
a bandwidth does hurt. As does all media streaming (e.g. internet
radio). 

In contrast Text-IM uses a number of magnitudes less bandwidth.
