If I read your question correctly, the answer is yes. Traceroute/tracert
will return the ingress IP address of a network device regardless if the
IP is an internet router address or not. The bellow traceroute is valid.
You can also read this on how traceroute works:

Hi,

I need help with one question which has been troubling me for weeks,
I have done some research but did not find anything satisfactory.
Request all to see if they can help me in this

Is it possible to have a traceroute which shows internal IP
addresses as one of the Hop? If yes, what is the reason for this.
Since Internl IP addresses are constricted to an specific
organization, does this mean that the traffic is router through the
organization.

Something like this (only the IP addresses are present)

202.23.12.13
202.23.12.146
203.121.3.32
...........
192.168.0.10
192.168.0.123
203.12.93.211
..............
