Yes it is possible. The reason is that thoses addresses are the routers
ones.
Suppose you are an ISP and you use RFC1918 addressing for your internal
links. If you don't filter, someone tracerouting your network will see
RFC1918 addresses because your routers use them.

On the other hand, it does not mean that theses addresses are routed
outside the organisation. They're juste used as source for paquets you
receive, and routing most of the time only depends on destination. So
there's no big deal in receiving an ICMP frag needed destined to your
public address, but sourced from a RFC1918 one.
