in some instances, TCP 500 can also be used for IKE. Default is UDP. Sometimes UDP 500 does not work well with NAT. but to cover all IPSEC AH/ES: IP 50, 51 IKE: UDP/TCP 500 For cisco clients TCP/UDP 10000
