The standard question set:

Can it do what your security policy demands it do?
If not fully, what parts does it cover?
What extra systems would you need to cover the rest of your policy?
Can it do it at a reasonable price?
What is the reputation of the vendor in the security field (as opposed
to their reputation by sales figures)?
If you need support, what kind of support do you need and what does the
vendor offer?
Do you have the skillset to manage the firewall? Do you have the time to
manage it?

Note that performance figures nowhere in that list, but policy
compliance does. The first four questions are the more important ones.
