Yes.

IDS do not block nor prevent. It merely detects.

Theoretically? I think it can...by fragmenting the packets small enough for
the IDS not to notice it. I'm sure someone will correct me on this.

Can you think on possible scenario in which firewall/ids will detect
that he has been compromised but he won't be able to block it?
