Now I bought the flash but without IOS.

Legally?  From Cisco.  Unfortunately, it costs a bunch (or so 
I've been
told.)

For many vendors, the purchase - from whatever source - 
carries with it
an implied binary license.  As in, the equipment is no good 
without the
software so, since you own the hardware, you also are entitled to
the
software.

With Cisco, if you purchase the hardware, that is just what you've
purchased - the hardware.  To run it, you also need to purchase the
software...

Or so I've been told.  (I'm slightly interested in this since I just
bought a PIX-501 on EBay...   and am waiting to see what else is
needed...)
