Fortinet for under $700 is an excellent ASIC based firewall with (modest) IPS features in this range. Netscreen is another excellent ASIC based firewall, almost identical to the Fortinet, but more expensive. I'd suggest investigating, especially since security was one of your stated priorities, the advantages of ASIC based security appliances over OS based security systems. One place to start researching this is Mitre. Search for root level vulnerabilities against OS based security systems and then search for vulnerabilities against ASIC based systems. Know that as I make this recomendation it is not entirely without bias: I am a security engineer with a US security firm and firewall vendor. Netscreen and Fortinet are two of the ( 8 or so ) brands we vend; however, being ASIC based and flexible, they are two of our favorites in many applications. Good luck.
