Trick question? Everything can support a /31 mask, but you wouldn't be able to pass traffic between two devices configured as such. A /31 only allows for 2 nodes, and unfortunately, both are then taken - one to define the network and the other for the broadcast of said network. The smallest mask that can still pass traffic between nodes is a /30 (255.255.255.252) : 4 nodes - 1 for network - 1 for broadcast = 2 remaining nodes.
