I'm not sure if I understood your question completely, but I'll give it
a shot.

It all depends on what PDU you need to filter in the chain. With MAC
addresses, it's in layer 2 (data link); with IP address filtering,
it's in layer 3 (network); and when filtering on TCP/UDP port
numbers, it's in layer 4 (transport).

In cases where you want to inspect the traffic itself (for example for
intrusion detection), your traffic might decapsulate all the way to
layer 7 (application).
