Passing it is the easy part, simply create a rule that permits protocol
47 from one multicast router to the next. How to configure the two
routers to create a GRE tunnel depends on what make of router you are
using. Quick check of the docs should give you an answer.

Keep in mind however that what you are talking about doing is creating a
tunnel that will be passing traffic past your firewall unchecked. Do you
have a second line of defense to screen this traffic? If not, a better
solution might be to use a firewall product that supports what you need.
