We have experienced the same support issues with
satellite ISPs via VPN.  Cisco concentrators also. 
Not a Cisco Concentrator issue.

We no longer support users with satellite VPN due to
the poor quality of service they provide the user.

Switch to a descent cable or dsl provider is what we
tell the end-users now.
