Ken, If the files are very large, it is possible that the creation time reflects the START of the copy process and modification time reflects the END of the copy process. This might be the case if large files were copied across a slow network. Another possibility worth exploring is the prospect of an antivirus program running in "scan on access" mode might have caused the difference although I think this would be less likely.
