Does anyone know what the phrase "Remove external avenues for change" 
mean?

Not too sure myself but presume it means something like shutting down
software that could work without your knowledge like an external Anti-Virus
program, in particular systems that are Networked that have software
protecting a computer somehow. Deadman switches can detect if something
alters too so your actions might alter the evidence if you try to acquire
via a running network.

That's my best guess but I would definitely like to hear others views as
that paper isn't too informative.
