Yes. I believe a Catweasel controller could be made to do that sort of thing; it is almost the only thing that can read an Amiga floppy for similar reasons. I seem to recall that Apple played some funny games with the floppies - rather than a constant angular velocity and 18 blocks on each track inside to outside, they had a drive motor that could change speeds, so they ran constant *linear* velocity, got 18 blocks/track on the innermost tracks, and a bit higher on the middle tracks, and something like 30 blocks/track on the outermost tracks.
