I seem to recall that was only true on Apple 400/800K 3.5" floppy drives, and *not* Apple II 5.25" disks. Mostly because I vaguely remember checking and setting the rotational speed on a Disk //c external drive using Copy ][+, a small screwdriver, the hole under the label, and an interesting display on the screen. :-)
