Circuit level proxy firewall works at the Session Layer of the OSI model. The 
ISC2 definition is the right one. For further information check the link

different answer from different book

 Shawn Harris (all in one ) - it works in Network layer

 ISC2 offical cirriculam    -It works in Session layer

And CCURE - it works in Application layer .
