This is correct. You can only get a security clearance if there is a need, based on a project your employer wants you to work on. Any clearance above a Secret is very time consuming and expensive to get. So, if you have one, it most likely means you can transfer it over to another employer (or get a similar clearance relatively quickly and easily). That saves the new employer time and money.
