 The locking process should only be a time delay, not permanent and the login
process itself have a delay of a few seconds to prevent automated processes from
easily creating the lockouts.
That is, the delay of several minutes required to lockout a process will prevent
an easy Denial of Service attack. It would take an automated process hours to
lock out all accounts, at which time accounts attacked earlier would be back in
service.
  The key is to differentiate the timing of manual logins from automated logins.
