A denial of service (DOS) attack is any attack that seeks to 
monopolise available resources so as to restrict access to those 
resources from legitimate users. Although the network DOS attacks on 
bandwidth, sessions, and buffers are the most popular in terms or 
press and discussion, many other DOS attacks exist. Consider the 
following:

- DOS attack on the network media (e.g., bus)
- DOS attack on memory
- DOS attack on file space

The attack you mentioned COULD be a DOS attack if it sought to 
prevent others from accessing the server or the service (ie. reading 
files). But you spefically said it did not. So I would say such 
behavior would be classified as inappropriate use of the service and 
would not classify it as an attack.
