I engaged in a debate with ISC2 about this after I took the exam.
Transport layer was one choice. I was told that this was the "strongest
choice". The most important thing about SSL/TLS is to know how it is
used and the scenarios in which it is an appropriate technology.  What
the strengths and weaknesses of the protocol, i.e., should it be used to
secure VPNs, can it be used to hide malware, etc. IMHO, these are the
questions that CISSPs should be able to answer for customers.
