I think this discussion could go on and has gone on for some time in the industry. My studies for the exam lead me to the Information Security Management Handbook, Vol 2, 4th Edition, Chapter 18-Three New Models for the Application of Cryptography. According to the discussion and a fairly helpful diagram on page 385 (Exhibit 18-3 OSI model) SSL sits firmly in the Session Layer of the OSI model.
